XLU, XLV, XLF, XLP, XLI, XLB, XLRE, XLE... If you have some strong conviction about individual picks, great, and best of luck to you. But if you actually need to balance across sectors you can just buy the market weighted sectors.

That's not rotation, that's risk off panic. ADP popping 3% doesn't means people are hiding in payroll processors because they're terrified of duration risk. XLP being is literally the market saying give me the canned food and toilet paper stocks because I don't trust anything else.
